Before you turn on the game, put a memory card that has a DragonBallZ: Budokai game already saved on it, into the PS2. Then, go into the Dragon World and defeat Cell (for the last time) on the Supreme Kai's planet with Adult Gohan.
How to Get Vegetto
In the Dragon World, give Vegeta the other Potara earring.
How to Get Nappa
In the Dragon World, defeat Nappa as Vegeta, after you already defeat Vegeta as Goku on Namek, and then restart the Dragon mode again.

How to Summon the Shenron, the Eternal Dragon
Collect all the Dragon Balls BEFORE you complete the Dragon World. At the end of the credits, you wiill summon Shenron!
Kibitoshin
Get Breakthrough for Supreme Kai, and get Vegito.
Tiencha
Get Breakthrough or Tien and Yamcha, and get Gotenks.
Gokule
Get Breakthrough for Goku and Hercule, and get Vegito.
How to Earn All Capsules
Choose "Edit Skills" from the main menu. Then choose the memory card you want to work with. At the Edit Skills menu, choose "Skill List". Then hold the L2 button and press triangle to return to the Edit Skills menu. Each time you do this, up to 5 random capsules will be added to your collected skills. Eventually you'll get all the capsules and the percentage will reach 100%!
Spinning/ Flying Master Roshi!
If you get bored during the time the game is loading (when the screen is black and Master Roshi is sitting on the mini-spaceship) spin the right analog stick and use the directional pad to move him from left to right.
To make Master Roshi go up and down spin both analog sticks at the same time (to make it easier, use one hand to spin both analog sticks). Once he get's to the top, let go and watch him float back down.
Better Special Moves
(This hint is for the special moves that you have to spin the analog stick to make the move stronger.)To make the special move stronger, instead of spinning only one analog stick, try spinning TWO.
How to get Babadi's Ship
When you get all the Dragon Balls and summon Shenron, the first option will be Babadi's Ship.
